@nang Thanks for the details. I tried your method few times but not successful.

But I found another method to activate it already.
No need to change it to VL, just activate with phone call page instead of online.

1. Select telephone activation get the installation ID/confirmation ID
2. Type in the ID in https://getcid.info/
3. Insert the generated Confirmation ID at telephone activation page
