Btw, after I download the office 2019 offline install, I type in the key but it request to activate it online or phone call only.
Either way not able to successful, may I know do you have any solution for this case please?

You need to get a working key for your Office 2019 -

Btw, after I download the office 2019 offline install, I type in the key but it request to activate it online or phone call only.
Either way not able to successful, may I know do you have any solution for this case please?

But I found another method to activate it already.
No need to change it to VL, just activate with phone call page instead of online.- Select telephone activation get the installation ID/confirmation ID
- Type in the ID in https://getcid.info/
- Insert the generated Confirmation ID at telephone activation page
