It's a fake (invalid) key. It can't be used for a activation. If you see 18 or 20 activations left, then it's more likely is a fake key. You can search here to make sure: https://github.com/CNMan/balala/blob/master/Fake_Keys.txt

These steps are valid only for a Retail and OEM keys. For volume licences activation, when MAK count is zero-0, the phone call and contact with human is the only method, as far as I know . You can activate online only if MAK key has a number of activation left.
Thus activation of Windows 10 Pro with retail keys is much more simpler and faster, than activation of Windows 10 Enterprise or any other volume licence edition.

I will not quote my earlier post, as it is seems totaly pointless in your case. Sorry for being rude in advance.
